I have checked all fuses, relays (including fuel pump relay and bank-angle sensor relay), I've swapped them with other relays for kicks and giggles, I have unplugged my PCIII USB, I... If the fuel pump doesn’t turn on this doesn’t immediately point to the fuel pump. It points to all of that stuff between the car’s power system and the pump - relays, wiring, switches and such. You need a voltmeter, or at least a 12V test light. From now on whenever you start the car, pause in the run position before cranking it over.

However, there are some that require priming to get started. The reason pumps sometimes need priming is because they function using the principle that water escapes from high pressure areas to low pressure areas. If the pump isn't primed, then the pressure isn't high enough to pull the more-pressurized water through.

That may not be related to it not doing the prime at key-on, but, it should still be holding enough pressure after only 20 minutes to fire even without a pump prime. You don't have a return line, and the tank is vented, not pressurized.
